Construction
at NICC Moves Indoors

Construction crews are making swift progress on the new Industrial
Technologies building at the NICC Peosta campus and have completed much
of the major exterior construction work on the facility, including the
walls, beams, flooring and roofing. Local construction firms handle
nearly every aspect of the building’s ongoing development, and NICC
officials credit project management for keeping the process moving
along and on budget.
The Industrial Technologies building construction is progressing
efficiently in part because of bi-weekly and monthly meetings between
Invision architects and engineers, Larson Construction and area
contractors, reported John Noel, vice president of finance and
administration.
“These regular meetings that Larson Construction, our construction
management firm, holds with Invision and contractors allow time for
everyone to discuss current projects,” Noel said. He added that the
meetings do cause adjustments to project timelines because blueprints
and the reality of actual construction work do not always align
perfectly, and the team’s discussions have helped to prioritize tasks.
Starting in fall 2010, the Industrial Technologies building will open
for students in the college’s industrial technology programs at Peosta,
including welding, auto mechanics, heating and air conditioning, diesel
mechanics and the new Computerized Numerical Control (CNC) program. In
addition to laboratory space for these programs, the facility will also
house six classrooms, three offices, a reception area and two small
conference rooms.
Many construction firms have contributed their expertise throughout the
construction process. McDermott Excavation, of Dubuque, did site
preparation work, Cedar Valley Construction performed major steel work
and Portzen Construction poured concrete for the foundation, floors and
walls. Westphal & Company, of Dubuque, completed electrical conduit
and wiring work, and Advantage Sheetmetal, also of Dubuque, is handling
heating, ventilation, and air conditioning projects. Damon
Construction, of New Albion, is doing drywall for the building’s
interior.
The project is two weeks ahead of schedule, Noel said. The accelerated
progress will enable NICC to move some industrial tech tools and
instructional equipment into the facility, possibly as early as spring.
“We’re seeing workers getting that south area closed, with the
possibility to begin moving larger equipment and materials into the new
building at the end of March. Some equipment from programs such as
welding could be moved in,” Noel said.
The passage of NICC’s $35 million bond levy in December 2007 made
construction of the new building possible. The $7.4 million dollar
building forms a key part of NICC’s plans to build, renovate and expand
throughout northeast Iowa.
When the new Industrial Technologies building is completed, it will
open up space in the main facility that will be renovated to
accommodate the new science, health and Dubuque County Library
expansion. Invision completed plans and specifications for the
expansion, which will be the college’s last major construction project
to be funded through the bond levy. For more information on NICC
