FEMA Disaster Recovery Center Opens Today Posted 30 June 2008 FEMA will open a Disaster Recovery Center in Delaware County today, Monday, June 30, for those residents affected by the recent floods, storms or tornadoes.   The center will be located at the Delaware County Fairgrounds in Manchester and will only be open this week - today, Monday, through Thursday, July 3, from 10 a.m. to 7 p.m. each day. Residents should make sure they have registered with FEMA before going to the center. They can do so by calling 1-800-621-FEMA (3362) or TTY 1-800-462-7585 for the hearing- or speech-impaired. The telephone lines are open 8 a.m. to 6 p.m., daily.
